The question of the impediments to development and progress occupied the intellectual agenda of Islamic
world beginning in the last quarter of the 19th century, especially after the arguments of Ernest Renan.
The relationship established in an orientalist manner between Islam and progress continued to influence
different theoretical frameworks in social sciences. In other words, exploring the reasons that impede
progress not only occupied the minds of Ottoman intellectuals but also those of modern Turkish
intellectuals and scholars. The question of development and progress is a topic that has not been
concluded yet and there is a need for creative theoretical approaches to discuss these topics.
