Proje Özeti

Climate change is reshaping crime and public order. Heatwaves, drought, floods and resource scarcity create new opportunities for environmental crime, put pressure on police operations and trigger protest and social unrest, yet police organisations lack tested concepts, skills and tools to adapt. SCAPE operationalises two concepts, adaptive policing and the eco-cop competency, and turns them into validated solutions for law enforcement agencies (LEAs). Over 36 months, a consortium of 15 partners from 10 countries, including three police organisations (Dutch National Police, Portuguese Public Security Police and Swedish National Police), will: (1) build a comparative evidence base on three climate-amplified police operational scenarios (illegal fishing, scarcity-driven water crimes and F-gas trafficking) and on democratic governance, legitimacy and police accountability under climate stress; (2) develop a multi-level adaptive policing model and an eco-cop competency framework; (3) develop and validate at TRL 5 an AIsupported decision-support and learning environment (CAP-DSLE) and a Learning Space with serious games, training modules and an equitable public-order policing toolkit; and (4) pilot them with the LEAs and, for transferability, with police practitioners outside the consortium. The work is co-created with practitioners, guided by an International Expert Panel and a European Police Practitioner Forum, and designed for responsible AI, data protection and rights-compliant policing. SCAPE equips police authorities with specialised skills and technologies, informs EU and national policy through a European policy roadmap, policy briefs and targeted dialogues, and improves understanding of how climate change affects public order and policing.
