Abstract:

The main reason for the gradual development of EU-China relations is that China and the EU regard each other as strategic partners and not as strategic competitors. However, they regard each other as a strategic partner, it is difficult to assess whether the EU-China bilateral relations are genuinely strategic. The increase in EU-China commercial relations and cultural interaction does not mean the relations to have strategic priorities. In order to assess relations at the strategic level, it is necessary to examine the common approach and potential cooperation between China and the EU at the global level. In this context, the reasons for the selection of EU-China relations in this work are; to create a broad framework for the development of a strategic partnership with two systems that have different constitutional systems, have unequal power capacities, and have disagreements over the perception of the global system. In this study; By examining the developments in the first decade of the EU-China Comprehensive Strategic Partnership process and the process after the One Belt One Road Initiative for explaining the changes in the strategic notion of relations according to the realistic perspective.
