Abstract:Humanitarian aid has incredibly inreased from $ 2 billions in 1992 to $ 27,3 billions in 2016 as an expenditure (Global-humanitarian-assistance, 2017). This rise is showing of growing needs of emergency and recovery aid in areas where war or figthing is ongoing on. At the same time, huge growth of financial, funding, govermental and nongovermental, national, international organisation numbers in humanitarian aid context made it another question whether growing of aid conception and fields resulted in more harm than benefit? Has it caused the lost of efficacy of humanitarian aid? The subject of the thesis was chosen as a result of growing importance of humanitarian aid in the socio-political area of Turkey that stand out with fastly increased humanitarian aid from Thailand to Haiti (it became a second country globally in 2016 with 6 billion US$ (Global-humanitarian-assistance, 2017). Therefore, debates related humanitarian aid and aid operations besides benefits and gains coming from its politico-economic power have become problems to be studied for Turkey too. Objectives: To evaluate the subject of humanitarian aid in historical course, philosophical, political development and to question its problems and complications and to confront with current approaches and practices on the scale of the world.
